Pacific Enterprise Solutions Group (PESG), founded in July 2018, is a certified construction and environmental services company based in Irvine, California. PESG operates as a subsidiary of Electric Cricket LLC, which was established in 2009. While Electric Cricket delivers custom construction management software, automated invoicing systems, and IT leadership to Fortune 50 clients and tribal entities, PESG focuses on boots-on-the-ground execution for construction, environmental services, project management, and emergency response services.
Our leadership brings decades of combined experience in both private and government construction, with a long-standing track record supporting the U.S. Air Force, U.S. Army Corps of Engineers, and various federal, state, and local agencies.

Leadership Team

Dennis Simac, President
Dennis Simac brings more than 38 years of construction and remedial construction management experience to Pacific Enterprise Solutions Group. His expertise includes construction planning, quality control oversight, safety program development, and contract administration. He has managed large-scale federal projects across Air Force and Army facilities, including Beale AFB, Nellis AFB, Vandenberg AFB, Travis AFB, Ft. Irwin, and the Sierra Army Depot.
Serving as program manager for multiple AFCEE and USACE contracts, Dennis has led multidisciplinary teams through complex regulatory environments. His leadership ensures every project meets client expectations while adhering to strict performance and compliance standards.

Luke Elliott, Vice President
Luke Elliott serves as Vice President of Pacific Enterprise Solutions Group, bringing more than 20 years of field and leadership experience. Raised on a family farm in Missouri, he grew up immersed in construction and engineering. After earning his degree from the University of Illinois at Urbana-Champaign, he relocated to California to work in residential and commercial construction.
Luke holds California contractor licenses in General Engineering (A), General Building (B), and Hazardous Substances (Haz), along with OSHA 30 and HAZWOPER 40 certifications. He successfully operated his own construction and real estate firm for two decades before joining PESG in 2023. His operational insight and planning expertise support the company’s continued growth and reliability in both public and private markets.

Parley Ansley, Construction Superintendent
Parley Ansley brings more than 35 years of experience in environmental and heavy construction. As a Construction Superintendent and Site Safety and Health Officer, Parley oversees daily coordination, site safety, code compliance, and subcontractor alignment. He has led a wide range of remediation and infrastructure projects for the Air Force Center for Environmental Excellence, including tank removals, demolition, rock excavation, and soil treatment.
For more than a decade, he has also served as Safety Officer on government contracts, ensuring the Zero Accident Construction Safety Program is implemented on-site. Parley’s role is central to maintaining jobsite performance, risk management, and regulatory adherence from start to finish.
